From: To:

1. Layer - New - Layer. Fill it with #FFDCAA. Set it to Soft Light 100%.
2. Layer - New - Layer. Fill it with #0E3968. Set it to Screen 55%.
3. Copy and Paste this as a new layer. Set it to Color 58%.

4. Copy and Paste this as a new layer. Set it to Color Burn 52%.

5. Now just add some dotted-lines/sparkles/etc. and you're done.
